The 67‑year‑old general, who led ground forces in Deir Ezor until 2016, was detained on 8 August after visiting the Syrian embassy in Beirut to finalize paperwork and was then transferred into Syrian custody.
Under an extradition treaty signed in 1951, Issa faces charges of intentional homicide, torture leading to death, and aggression intended to incite civil and sectarian conflict. He denies the accusations.
The decision follows escalating pressure from President Ahmed al‑Sharaa’s administration on Lebanese authorities to prosecute former security and military officials who fled after the fall of Assad’s regime.
Issa’s case will now be reviewed by a referral judge in Damascus, who will determine whether a formal criminal court hearing should proceed.
In January 2025, Syrian officials presented Lebanese authorities with a list of more than 200 former senior officers earmarked for prosecution. The new regime has also sentenced former members of the al‑Assad family to death in absentia.
