In brief
At the Dubai FinTech Summit held at Madinat Jumeirah on 2–3 November, Dubai Finance unveiled its DP3 public‑private partnership platform and AIltizam compliance engine, illustrating the emirate’s push toward a cashless economy. The showcases, performed alongside payment partners Network International and Neopay, highlight the use of artificial intelligence to enhance fiscal governance, streamline revenue collection, and expand digital payment options for citizens and businesses. Executives emphasized the role of technology in creating a more efficient, sustainable financial ecosystem for Dubai’s growing economy.
At the Dubai FinTech Summit, which ran from 2 to 3 November at Madinat Jumeirah, Dubai Finance disclosed a suite of AI‑powered tools designed to modernize public finance and accelerate the territory’s transition to a cashless economy. The event, themed “Artificial Intelligence for Financial Innovation,” gathered fintech stakeholders to examine how machine learning can drive financial efficiency and inclusive payment systems.
Central to Dubai Finance’s (DOF) exhibit was DP3, a digital platform that catalogs the lifecycle of public‑private partnership (PPP) projects. The system tracks project milestones, financial metrics, and stakeholder inputs in real time, enabling decision makers to spot delays, budget overruns, and risk factors. By presenting DP3, DOF highlighted how cloud‑enabled data aggregation can elevate transparency in large‑scale infrastructure agreements and streamline cross‑government collaboration.
Another highlight was AIltizam, DOF’s AI compliance engine that scans regulatory documents and financial statements to identify gaps and provide risk assessments. The platform translates complex legal jargon into actionable insight, recommending corrective actions and generating audit‑ready reports. Huda Hamdan Al Shaikh, Executive Director of Corporate Services and Chief AI Officer at DOF, described AIltizam as a “tool that merges innovation with effective governance.”
To illustrate payment interoperability, Dubai Finance partnered with regional financiers Network International and global fintech Neopay to demonstrate AI‑augmented payment solutions. These demos showed how merchants and government agencies can accept a range of payment methods—from card to mobile wallet—while maintaining compliance with anti‑money‑laundering regulations. Al Shaikh noted that “AI can streamline compliance without compromising user experience.”
“Dubai’s vision inspires us to advance public finance in ways that support economic growth and improve quality of life,” said Abdulrahman Saleh Al Saleh, Director‑General of DOF. He added, “We are harnessing technology to build a more efficient, sustainable financial ecosystem and strengthening public‑private collaboration to turn technological progress into tangible value for the economy and society.”
“A cashless economy requires connected payment systems that serve government, businesses and individuals. We are working with our partners to explore solutions that improve financial efficiency, broaden payment choice and make transactions easier and more flexible,” said Ahmad Ali Meftah, Executive Director of the Central Accounts Sector at DOF.
Abdulrahman Saleh Al Saleh emphasized the integral role of integrated payment channels in supporting the Dubai Cashless Strategy, and highlighted the summit’s platform for “practical applications that support the next phase.” The synergy between AI compliance tools and payment innovations signaled Dubai’s intent to embed technology across all levels of fiscal operations while safeguarding transparency.
With its public‑finance focus, AIltizam, and payment interoperability demos, Dubai Finance positioned the emirate’s financial system as a potential benchmark for other Gulf economies. As the region grapples with shifting payment landscapes and demands for data‑driven governance, the event underscores how algorithmic tools can fit into national cash‑less agendas. The outcomes of this summit will likely influence policy decisions and technology roadmaps for the next decade in Dubai’s financial sector.
