Milwaukee County Circuit Judge Hannah Dugan faces charges of obstruction after allegedly aiding an undocumented immigrant's escape from U.S. immigration agents.


The arrest of Judge Hannah Dugan for obstructing immigration enforcement has ignited national debate over judicial conduct and immigration law, with strong responses from both sides of the political spectrum.



In a stunning turn of events, Wisconsin Circuit Judge Hannah Dugan was arrested and charged with obstruction of justice after allegedly assisting an undocumented immigrant evade arrest. This occurred last week at the Milwaukee County courthouse, where U.S. federal agents were on the scene attempting to apprehend Mexican national Eduardo Flores-Ruiz, who was facing misdemeanor battery charges.

FBI director Kash Patel announced the arrest, alleging that Dugan conveyed misleading information to the agents. He characterized her actions as contributing to a greater risk to public safety. "Thankfully our agents chased down the perpetrator on foot, and he has been in custody since, but the Judge's obstruction created increased danger to the public," Patel stated on social media platform X.

During a subsequent court session, Dugan's lawyer expressed her client's remorse, arguing that the arrest was not in the interest of public safety. Dugan now faces a potential maximum sentence of six years in prison if found guilty on both charges of obstruction and concealing an individual from law enforcement.

The series of events that led to her arrest began on April 17 when an immigration judge issued a warrant for Flores-Ruiz, a man with a previous deportation in 2013. The very next day, he appeared in Dugan’s courtroom for a scheduled hearing, prompting a coordinated response from six officers from ICE, the FBI, and the DEA. However, upon learning of the federal agents' presence, Dugan reportedly became visibly upset.

According to the FBI’s affidavit, she argued with the agents and then directed them to approach the county’s chief judge's office. Meanwhile, she allegedly facilitated the exit of Flores-Ruiz through a back door, an action that was witnessed by two agents, who subsequently pursued and arrested the suspect shortly after.

Dugan's arrest has provoked a polarized response among lawmakers. Democratic Senator Tammy Baldwin spoke out against the judicial actions, highlighting that the fundamental tenets of democracy are at stake. Milwaukee Mayor Cavalier Johnson echoed this sentiment, labeling the arrest as "showboating" that could intimidate judicial proceedings.

Conversely, Republican Senator Ron Johnson emphasized the importance of cooperation with federal law enforcement in the execution of their duties.

Dugan has been a judge since 2016, winning a second term in 2022. While judicial elections in Wisconsin are non-partisan, her endorsement from Milwaukee's Democratic mayor adds another layer of complexity to the ongoing discourse.

This incident is not isolated, as it draws comparisons to a previous case in 2019 when a Massachusetts judge faced charges for similar charges stemming from an undocumented immigrant's courtroom escape. The national conversation surrounding the role of judges in immigration enforcement and public safety continues to intensify, presenting a critical moment in the intersection of law, politics, and society.
