In brief
Ukraine’s prosecutor general, Andriy Kostin, has resigned following a scandal involving accusations that numerous officials, including members of the prosecution, acquired fraudulent disability certificates to dodge military service. This controversy surfaced earlier this month and has amplified concerns surrounding the country’s military enlistment amidst sustained Russian military aggression.
In a statement addressing his resignation, Kostin described the situation as “obviously immoral.” Despite the gravity of the scandal, the prosecutor general has not been publicly implicated in the fraudulent activities. The outcry surrounding the situation prompted President Volodymyr Zelensky to announce a decree aimed at dismantling all medical commissions responsible for evaluating the military fitness of potential conscripts and issuing disability certifications by the end of the year.Zelensky stressed the prevalence of "clearly unjustified disabilities" among state officials and condemned the corruption contributing to Ukraine’s recruitment challenges. The nation has been encountering difficulties in mobilizing sufficient troops to counteract the numerical superiority of Russian forces, partially owing to corrupt practices wherein recruits secure exemption through bribery of enlistment officers or medical personnel. This scandal not only undermines the military’s capacity but also raises serious questions about public trust in government institutions as Ukraine continues to navigate the geopolitical turmoil of its ongoing conflict with Russia.
