In brief

In a decisive vote, French MPs are advocating for a bill aimed at transforming the social landscape of small towns by facilitating the establishment of new bars, a move designed to combat the decline of rural social life.

In a recent parliamentary session, French lawmakers voted overwhelmingly in favor of a bill that would simplify the process for opening bars in rural villages, with a goal to enrich community life and combat isolation. This legislative proposal, which passed with a 156-2 majority, still awaits Senate approval before it can be enacted into law.The pressing need for change is underscored by the stark decline of bars and cafés across France, dropping from around 200,000 in the 1960s to approximately 36,000 by 2015, with rural areas bearing the brunt of these closures. Critics of the bill are cautioning against potential increases in alcoholism and associated health risks, which the French health ministry highlights as a significant public health concern, leading to approximately 49,000 alcohol-related deaths annually.Under current regulations, obtaining a type-4 alcohol license is mandatory for opening a bar that serves hard spirits. The existing framework prohibits the issuance of new permits unless an existing establishment ceases operations. The newly proposed legislation would allow individuals in villages with populations under 3,500 and no existing bars to apply for a new permit without the lengthy waiting period.Local mayors will play a pivotal role in the approval process, ensuring that community interests are at the forefront of any new openings. Lawmaker Guillaume Kasbarian advocated for the proposed changes, stating the need to replace "an old and obsolete legal framework." Additionally, MP Fabien Di Filippo emphasized the importance of bars as essential social hubs in rural communities, where isolation can be prevalent. As the legislative process unfolds, the implications of this bill could lead to a revitalization of rural social life in France, potentially enhancing community bonds while also fuelling important discussions on public health and safety.
